USD(AT&L) Policy Memo

Dr. Ashton Carter, Under Secretary of Defense for Acquisition, Technology and Logistics, USD(AT&L) expanded IUID requirements on August 3, 2009 by requiring IUID on unique tooling associated with production of hardware, which is to be preserved and stored through the end of the service life related to the weapon system. The memo entitled “Preservation and Storage of Tooling for Major Defense Acquisition Programs " implements requirements of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009, P. L. 110-417, Title VIII, Subtitle B, Section 815.

Major Defense Acquistion Program Managers must include a plan for preservation and storage of unique tooling as an annex to the Life Cycle Sustainment Plan (LCSP) submitted for approval during Milestone C. Unique tooling designated for preservation and storage in the LCSP or prior to Milestone C in the Systems Engineering Plan will be considered DoD serially managed and must meet the requirements of IUID as directed in DoDI 8320.04, “Item Unique Identification Standards for Tangible Personal Property. This policy will be included in the next update to DoDI 5000.02 to ensure Program Managers plan, program and budget for preservation and storage of unique tooling associated with the production of hardware for an Major Defense Acquisition Program (including nonrecurring costs).

DoD IUID Registry Update

As a result of IUID adoption across the services, the DoD IUID Registry continues its rate of accelerated growth.

  • 5 million in December 2008
  • 6 million in April 2009
  • 7 million in July 2009

DoD Instruction 8320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property (June 16, 2008) was enacted to establish the DoD IUID Registry as the master data source for Government Furnished Property (GFP) and as an authoritative source for establishing the full cost of end-item equipment. Since December 2008, the DoD IUID Registry continues to accelerate in size, and is expected to reach the 8 million milestone in just a few weeks!
