IUID 2009 Outlook
In January 2009, the Government Accountability Office (GAO) released the Defense Logistics Report “Lack of Key Information May Impede DoD’s Ability to Improve Supply Chain Management” to Congressional Committees concerning the lack of key information that is impeding the DoD’s ability to improve supply chain management. Within this document, GAO concludes that the DoD Logistics Roadmap falls short in its attempt to address logistics problems Department-wide.
GAO recommends that:
- DoD include additional elements in the Roadmap to build a more comprehensive strategy
- There be greater emphasis and effort placed on the collection of data associated with IUID and RFID implementation. With additional IUID and RFID return on investment (ROI) data, DoD will be better able to determine the current status of IUID and RFID implementation within the Department and will be better able to measure and prioritize IUID’s and RFID’s presence within the DoD Roadmap.
The DUSD(L) concurred with GAO’s comments. The UID Policy Office, OUSD(AT&L)/DPAP/PDI is committed, with your help, to capturing IUID statistics that convey the many benefits of uniquely identifying assets. In 2009, in addition to working with DoD to implement IUID and capture performance metrics, it is a priority to continue highlighting that:
- IUID is an international standards-based approach adopted by the DoD that makes acquisition, repair, and deployment of items faster and more efficient.
- IUID is the DoD requirement that enables lifecycle traceability.
- DoD is working closely with NATO, individual nations and international organizations to ensure that the IUID requirement is not only a DoD success, but a global success.
The DoD UID Policy Office, under the guidance of Ms. LeAntha Sumpter (pictured above), Deputy Director, Program Development and Implementation (PDI) Defense Procurement and Acquisition Policy in the Office of the Under Secretary of Defense (Acquisition, Technology & Logistics), remains committed to addressing the requirements of the IUID user community.
This year, we will continue improving the DoD IUID Registry and increasing identified functional areas; address issues regarding Warranties, because the lack of warranty visibility and accountability leads to increased vulnerabilities; and focus on property transfers, including Government Furnished Property (GFP) in the hands of contractors. The DoD UID Policy Office will strive to achieve these goals through a multi-faceted approach, including events, working sessions and streamlined and frequent communication updates to the IUID Community.

IUID Policy Update from USD (AT&L) DoD Instruction 5000.02
DoD Instruction 5000.02
The Honorable John Young, Under Secretary of Defense for Acquisition, Technology and Logistics USD (AT&L), approved a major revision to the DoD Acquisition System (DoD Instruction 5000.02), on December 8, 2008.
DoDI 5000.02 emphasizes IUID as a critical component of the systems engineering processes that support the DoD acquisition life cycle, stating:
“To enhance life-cycle management of assets in systems acquisition and sustainment, and to provide more accurate asset valuation, all [Program Managers] shall plan for and implement IUID to identify and track applicable major end items, configuration-controlled items, and Government-furnished property.”

IUID Policy Update from USD (AT&L) DoD Instruction 8320.04
DoD Instruction 8320.04
The Honorable John Young, Under Secretary of Defense for Acquisition, Technology and Logistics USD (AT&L), that serves as a follow-on to the 16 June 2008 publication of DoDI 8320.04.
Key content includes:
- A reinforcement of the requirements of DoDI 8320.04, including the need to plan for IUID implementation and to modernize Automated Information Systems to utilize the Unique Item Identifier (UII).
- A direction that all procurement organizations, by 15 January 2009, will verify to their Component Acquisition Executive (CAE) that the IUID clause will be included in all new contracts.
- All Class II legacy items (expendables) and Class IX legacy items (repair parts), as well as all legacy embedded assets that meet the criteria for IUID, will now have until 31 December 2015 to complete IUID marking and registration. For all other legacy items, the 31 December 2010 compliance mandate still applies.
- Investment Review Board (IRB) criteria for IUID have been established. The Weapon Systems Lifecycle Management IRB and Business Transformation Agency (BTA) will ensure compliance with IRB criteria for IUID.
