Policy Update

The Office of the Director of Defense Procurement and Acquisition Policy (DPAP) published a new document “Acquisition/Program Guide for Unique Item Traceability Data Integrity” released February 25, 2011. This document explains in detail the proper protocols to do if you find an Unique Item Identifier (UII) on an item of DoD Property that:

  • Is not marked in compliance with "What is an IUID Compliant Mark" (additional information in Appendix A of the Policy)
  • Is not compliant with DoD UID Policy
  • Is not registered in the DoD IUID Registry

The audience of this document is expected to be familiar with basic principles of IUID. If you are new to IUID, visiting the Defense Acquisition University (DAU) Continuous Learning Modules (CLM) such as “CLM 200 Item Unique Identification” or “CLE 040 Item Marking” will help you become familiar with standard practices.

IUID Registry - Lucky 13 Million!

The IUID Registry recorded its 13 millionth item on March 16, 2011. The item was delivered on an Army contract by Lockheed Martin. The Registry continues to grow rapidly – a million items in just over 3 months!

Special Tooling and Test Equipment

There’s good news for IUID Registry users who need a way to satisfy requirements to identify items as Special Tooling (ST) or Special Test Equipment (STE). This capability will be available to users beginning with the release of Registry version 4.3 on April 25, 2011. New acquisition and Legacy items being entered for the first time must include ST/STE information. Choices include:

  • Special Tooling (ST),
  • Special Test Equipment (STE) or
  •  Not Special Tooling or Test Equipment

This is a new requirement for web, XML or flat file submissions. However, ST/STE is not required for UIIs being submitted through WAWF. The ST/STE information will also be required for updates made through web, XML or flat file if an ST/STE status is not already recorded for the item.

Other optional new fields with version 4.3 will be “Item Owner” allowing submitters to identify the DOD or Federal Entity that owns the Item, and “Type Designation” to associate items with major systems. For additional information on the use of any of the fields, please contact the IUID HelpDesk.

Automatic Return Response for XML Submissions

The IUID Registry 4.3 version will allow either GEX or the IUID Registry to automatically generate an XML file notice that will be routed to the original file submitter. A response from GEX will inform users of high level schema validation failures so the user can correct the file and resubmit. When the file passes GEX, the Registry will validate file content.

The Registry’s automatic file response will list:

  • which items were successfully uploaded
  • which items need to be re-submitted due to upload failure
  • the reason for the failure.

Users will receive only one response file per distinct XML submission, with all file errors contained in that one response.

In order to receive the new automatic file notice, the submitting activity will need to sign up for the notification service at GEX when it becomes available. As the IUID Registry and GEX move toward automating more processes, this file response notice will become the primary means of notifying users of file load errors and the need for resubmission.

Registry Tips

IUID Registry users have been unable to enter Part Number rollovers resulting from documents other than contracts. Under new instructions from OSD, submitters can now easily enter data for Part Number Rollovers resulting from TCTOs, MEOs, and other internal documentation rather than contracts.

  • Use Update: Rollover, entering the number or designation of the document supporting the Rollover.
  • Contract Number Type: select “Other Agreement”, add the other required information for the Part Number Rollover and submit. This will allow the Registry to maintain more complete records of part numbers on items.

UID Award Winners

During the 2011 March UID Forum, awards were distributed to individuals and teams who have achieved excellence within the IUID Community. These include Mr. E.R. “Mike” Howard, Ms. Kathy Smith, Mr. Charlie Lord, Major Brian Spooner for IUID Individual Contribution Awards. IUID Team Excellence awards included US Navy PDREP Team, US Army Soldier and Sensor Laser Team , US Army 160th SOAR Team and a Media Spotlight Award to Mr. John Lauden and Mr. Pablo Brown.
